Can a non-EU student studying in Poland apply for the EHIC card. Normally as a student it is required to have a private insurance in Poland. I have a private insurance from PZU. But I need to travel around Europe which my private insurance in Poland does not cover. Can i apply for the EHIC?

Nope, unless you're paying for the NFZ through ZUS.

Even if you did pay ZUS contributions and were entitled to the EHIC card (or in Polish EKUZ) I wouldn't bother getting it because the process is a joke:
