Noise regulations in Poland

Are there any noise regulations in Poland? Or is it just accepted that people will play loud music from 18:00 Saturday night until Sunday morning? Before I complain I am wondering if there are any rules to back me up.....

After 10 pm there shouldn't be loud music or anything else like that.

from 10pm to 6am there is CISZA NOCNA which means that you can't play loud music, drill, hoover etc
