U.S. Visa in the U.K.

Hello, I have a question. Can a Polish Citizen in Scotland, go to the consulate there, and try to get a U.S. visa there? Or do they have to return to Poland and do it there?

Just a guess. If you are resident in Scotland then you should be able to do it there.
