Social housing in Poland - can long term tennants purchase their homes?

Does anyone know if this is true . My friend has rented a council apartment in Lodz for 20 years. She says that a new law has just been passed that allows her to buy the apartment for the equivalent of £200 because she has payed rent there for 20 years.
£200 seems very cheap to me ....... can this be true ?
