Street trader Krakow - how to obtain a permit?

Market / Strret trader in Krakow Hi people. A friend from Ireland is moving to Krakow over the summer having been here many times and falling in love all it has to offer. He is considering becoming a street trader over the summer, along the same lines as the people selling sun glasses and the like. Although I see others doing it, can anyone tell me if its legal and if so how might he go about obtaining a permit etc. Thank you in advance.
