Central Teacher Training Centre sounds lame.
Just Teacher Training Centre may be incomplete, because there may be many such centres but only one central one.
Any ideas? I suppose one could replace centre with institute, workshop, unit, etc.

National looks perfect to me.
Everything that is national in America or Britain tends to be Centralny/a/e in Poland

What I think it should sound more serious then training centre, because "CODN" is a Polish Institute (only one in Poland) opened and operated by the Polish Ministry of Education and its main task is to perfect (not just train) teachers skills .
Something like this (many other options here, if they don't already have established name in English)
"National Education Institute For Perfecting Teachers Skills".

The problem is that you can't perfect teachers' skills in English. You can improve them, but never reach perfection. You can perfect a small, particular skill but not a profession.

Let's try some different versions:

National Center for Teacher Improvement .... No. it makes teachers sound like used cars.

I also don't like improvement, in the US (not sure of other countries) maybe something with "Continuing Education" (rough equivalent of doskonalenie)

National Center for Continuing Teacher Education. Six words instead of the original four, but I think it's a good compromise in terms of explaining what they do and sounding okay in English.

For me also, such a name in English seems to render exactly what this institution does.
