Małżeństwo "partnerskie" underlines that it is a marriage in which both sides share their responsibilities and duties, so the term will be in a certain opposition to the term małżeństwo "tradycyjne" (in which the Polish husband usually watches TV drinking beer while his Polish wife is always busy preparing meals, taking care of their children or doing other useful things just to prevent their traditional "partnership" from collapsing).

The term kraje "ościenne" (the adjective is derivative of the noun "sciana") indicates countries that neighbour the given country (so they are "adjacent" to it, as opposed to those countries that are not).

In my opinion it can suggest not officialy married couple, that's why "partnerskie" is added (all depends in what context it was used) which can be translated as "Partnership" or "De facto relationship" any other official name used in different countries for unmarried couple.
In other context it can mean:
that marriage is based on partners equal rights: "marriage based on partners equal rights"

No, it can't. The term "małżeństwo" always implies some sort of official recognition. If only by a church it may be called "małżeństwo wyznaniowe" which, when not recognised by the state, will not be still a legal marriage. For cases you mean we use the term "konkubinat" or "żyją na kocią łapę" or "związek partnerski", though the latter term usually covers homosexual couples. You may sometimes hear the term "małżeństwo" used for describing a homosexual couple living together, but then it is always taken in specific "quotation-marks" in speech.

No such term in Poland , it doesn't matter where/or how did you get married - it's always called "małżeństwo".

It's possible that "małżeństwo partnerskie" is a new Polish term for a same sex married couple (officialy married outside Poland of course).

"małżeństwo wyznaniowe" - of course there is.. google it. It is exactly as Ziemowit says, małżeństwo partnerskie is that kind of marriage where both sides are equal - there's is no pressure on the wife as a breeder-mother who looks after the household, and husband who's a working man who earns the family's living.. the term is used in magazines..
