Jestem na balu. Nie moglem odebrac co kierowalem autem. gadac sie tu nie da.

It means that that pgtx's opinion of the person who wrote the text is that he is a ... peasant. Indeed, the text is not clear or the person is under-educated (using the language of his own village, not necessarily comprehensible to anyone else).

Yes, they could. "Nie mogłem odebrać co kierowałem autem" is wrong. That's why pgtx wrote: "... ale wieś", and Peter_Olsztyn (sarcastically) "what a beautiful language".
