The first part is easy enough: Office for Ex-Servicemen's Affairs... it's the 'i Osób Represjonowanych' that's a problem. Victims, Victimised Perople, Oppressed Individuals...none sound too good to the English-hearing ear.
Anyone know whether they've already got an official translation of theri name?

It means "victims of political persecution". Whether this is an accepted official translation is another matter.

persecution means prześladowanie

but we are talking here about word "represja" ( represjonowanych) in English means "repression" (represjonowanych= repressed)

What do you mean by usually? Maybe in your country the word means something different but according to The Macquarie Dictionary:

Repress (verb) , word building: repressed (adj.),repression (noun), repressive (adj.); meaning: to keep under control by effort or force

Repressed people, in other words, the victims of war, were not only persecuted, they were exposed to many horrible life threatening situations ( ie: rape/any other sexual abuse, witnessing a family member murdered, etc)

In my country (it's possible that in some countries there are different names) we use "War Veterans" and we use "repressed people/or persons".

Repression, like most words in English, has several meanings and these different meanings are more or less important in different times or places. In modern US usage (the case might be different in Australia) the psychological meaning: "the classical defense mechanism that protects you from impulses or ideas that would cause anxiety by preventing them from becoming conscious" has become primary. Thus a repressed person in modern American usage is most likely a person ..... mający kompleksy (not exactly, but close enough).

The political meaning has been taken up more by opression and if you don't like "victims of persecution" then maybe "opressed persons" would be better in an multi-national English context.

For many (maybe most) speakers of American English, 'repressed persons' having a government office to take care of them sounds kind of .... ridiculous (while the Polish term is not ridiculous at all).

We are talking here about the veterans of the WARS and the people affected by the wars not about some offices in the USA connected with any wars.
By the wars I mean the WWI & WWII & the Vietnam War.
Probably in your country you do have too many offices connected with so many wars, that's why you are confused.
