Are Polish marriage records available to the public and available on-line?
If yes, how would one go about locating them?

No.

But there are moves to get certain historical records on-line. these things are blocked at government level.

Thanks for the information Wroclaw. It's really not that important. I just wanted to see if an old friend got married.
