Texting to Poland from Canada and vice versa

Hi all,
I have a small question in regards to texting or SMS to Poland from Canada and from Canada to Poland, I recently went with Bell Canada as a cell provider, for some reason I am unable to send nither receive text/sms messages on my phone...
The Bell operators and technical support is baffled, they seem to have no answers and just repeat themselves that it should work...,
any thoughts on that, ??? does anyone use texting/sms on here that could give me some tips or guidance, should I go with a different provider here in Canada ???
unsure as whats going on with Bell Canada....

Any help would be appreciated.
