Calling Polish Cellphone

Hi,
I just got an e-mail from my sister-in-law with her cell phone #. She is Polish but living in Ireland & I can't figure out if after the international codse of 011 (from the US) if I need to enter the country code for Ireland or Poland. Do you need the country code when dialing a cellphone. Her # starts out with 086205****.

You must 011 and then enter 353 which is the code for Ireland if she has a stationary phone there. When dialing to a cell phone you to dial 011 then code for the city in Poland, since that's where the phone is from, then cell number regardless where the person is.
