Change of land use from agricultural to tourist in Poland

HELP, my girlfriend who is polish and i are looking at buying a house with land options near Debica in the S.E of Poland. Does anyone know the ins and outs of changing the land from Agricultural to Tourist, we want to turn it into a caravan and camping site. Any help would be greatly appreciated

Visit the local town council, ask them, first thing is to find out is if they have a general plan i.e. have they divided the area for different uses, residential, commercial and you are looking for recreational.
I imagine that it is south of Debica in the mountains.
Investigate the area fully before committing. Are there enough tourist/campers to make a living off it would be my biggest concern.
Expect many visits to many offices,
