Since you are not EU... 1. driving school, 2. driving exam. 3. License.
Why are you in need for a Polish license by the way?

It is not true. You can use your Turkish driving license for 6 months. If you will stay longer then you only need to take theory exam to convert it to a Polish driving license.

sedif. Have you noticed how drivers use their horn/klaxon just a little bit less in Poland than in Turkey?

You don`t need to convert anything. You can use your Turkish licence if you get an international driver permit in Turkey. If you are in Istanbul you can get one from the Turing office in Levent. It costs about 200 liras for a year.

"While in Poland, you may encounter road conditions that differ significantly from those in the United States. The information below concerning Poland is provided for general reference only, and may not be completely accurate in a particular location or circumstance.

You must have an International Driving Permit (IDP), obtained prior to departure from the United States, as well as a U.S. driver's license, in order to drive in Poland. A U.S. driver's license alone is not enough, and U.S. citizens cannot obtain IDPs in Poland."

As far as I know an IDP is valid for a year and later you will have to get a Polish one. A Turkish one is interchangeable for a Polish (=EU) driving permit.
Still my question...why the OP wants to change his DP for a Polish one?

In Turkey, you can't use horn/klaxon except emergency status. If you use horn/klaxon for arbitrary, you get punish 1 driver license point + 50 euro money punishment. Firstly learn traffic rules then talk to me kid :)

I lved in Turkey in the early to mid 90's, when you were probably a tiny child. In those days drivers couldn't drive 20m without leaning on the horn. Perhaps things have changed. Kid.

I spent three wonderful years in Turkey and had great friends'there. It seems that things have changed indeed. When I was there young people had respect. I hope you benefit from your time in Poland but I advise you to change, or hide, your attitude. And please don't talk about Hitler destroying Poland in that way. It won't earn you any friends here.

Sorry for sedifs stupidness and aggressiveness. He is bullshitting.

Turkey is still same, as you left. We respect people. We use horn/klaxon a lot.

I hope he will never ever get a driver licence in Poland. xD
