What about Polish Forums rules?

I noticed some inconsistency in the implementation of Polish Forum rules.
Seems that nobody bother to obey rules and moderators and administration are latent and indifferent about that.
I'm sorry if I'm stepping on somebody toes but it an obvious impression of an outsider.

Example:
Posters should refrain from using abusive or derogatory language (unless it's necessary to explain the language's nuances). Posters who use abusive or derogatory language towards other users may be banned.

I can give many more examples if necessary.I would like to ask is that a norm or an aberration, because from my point of view it seems like rules are set but nobody take pain to implement them.

Hallo Vincent, thank you kindly, I think that rules are there for a reason.
I have been lurking in the background for some time and I may have posted on Polish Forums before as a guest,however I don't recall any details.

Well you'll be glad to hear, since your last visit (as a guest) there are now more mods (4 +Admin) So I guess you will notice the forums will be a lot tidier very soon.

that's because the rules are somewhat arbitrary here.. however, the mods are super anal about topic creation and titling...
