It means "mediocrity" or "poor quality".

I have heard mediokracja used in Pol³ish to mean a world run by the media -- a fairly apt desctipion these days (wtih mammon the prime mover behind the media).

But we can't translate that neologism into English as mediocracy, can we?

And you will get something quite different: mediocracy in Wikipedia.
