Gmina -- good translation?

For the Polish Gmina I have seen such translations as: municipality, commune. communtiy, administrative district and rural administrative district for gmina wiejska. However, a powiat is also referred to as a district, although some want to call it a county or simply spell the original wtih a v: poviat.

"borough" - a town or a district which has its own council

Then a gmina miejsko-wiejska would be an urban-rural borough?

Something like the old RDCs (Rural District Councils) that existed in the UK before 1974. They should never have been abolished, and I hope Poland keeps them.

Administrative nomenclature can be confusing from country to country. I am wary of the term district in RDC, a as it applies to the larger unit known in Poland as a powiat.

I would translate it as powiat too, though the RDCs could either be the gmina for a small community, or the gmina for areas outside the built up part of a town. The nomenclature can indeed be a problem.

Wojewodstwo is a province. powiat is kind of like a county. gmina is kind of like a parish (but not church related)
