Witaj!! Please help me once again!

Uhh... I'm in trouble with a long article, especially this sentence will drive me crazy:

"Jedno i drugie zdaniem bibliotekarzy może zostać wykorzystane do wymuszenia gorszych warunków funkcjonowania bibliotek, zwłaszcza w małych miejscowościach."

I just... absolutely can't get this sentence, though I understand every single word of it.... I go nuts within seconds unless you help me! :S

Some Liberians said that (something or decision whatever this article refers to ) might be used to provide worse service in liberties specially in small towns.

One or the other of the librarians' opinions can be taken advantage of to impose worse operating conditions in the libraries, especially in small towns.

More or less. jedno i drugie could be translated in other ways, but that's the general gist. It would help to see the whole paragraph rather than a sentence in isolation.

It is more or less word by word translation:

The first and the second, according to (the) librarians, may be used to inforce worse conditions in which libraries function; particularly libraries in small localities.
