What does my cousin exactly mean? I've never heard "technicznie" used in this way.

First I tried to be funny about people that always have to have a plan, and contingencies, then I thought, if it was a woman that could mean something quite different, than I saw it was a cousin and edited

He means where and when, and how is everyone going to get there, and and how long the event will last, and who is hosting it, and .. what if... LOL. Is he an engineer?
