What does this mean? Something about attire?

An explanation and maybe a picture or two would be greatly appreciated.

So nice jeans are OK, or would dress pants/khakis be more appropriate?

"Schludnie ubrany" generally means "not dirty", "not in rags" but the context, the character of person saying that, can be a world of difference.
