Translation of "kraj jest całkowicie spłukany"

This expresion has been used in today's RZECZPOSPOLITA quoting David Dunn, defence policy expert at the University of Birmingham, United Kingdom.

Kryzys dotknął nas bardziej niż innych. Kraj jest całkowicie spłukany. [...] Ciekawe, skąd Gordon Brown weźmie na to pieniądze - said the expert.

"Być spłukanym" is a very colloquial expression in Polish. What's its English equivalent, s'il vous plaît?

A couple of other possible translations:
The country is (on the rocks)/(on the ropes)/(blew all its money).

Funny concept.
Country doesn't make most of their money, but once it steals it from its subjects in form of taxes, they do have it, and is free to buy votes for its democratically elected officials. ;-)
