literary, it means:
"You see it, and (or: but) you do not thunder?!"

Would you translate it that way though? Sometimes you have to a bit more creative than that.

Maybe 'smite' instead of 'thunder', has more biblical tang to it. The radical approach would be 'seest Thou, yet not smitest', but I'd say it's too much.

It is always (and rarely) used when adding: Boże! Ty widzisz i nie grzmisz????

It's an invocation to God, when one is totally infuriated and mad or deeply offended by something someone has done.

Used only in writing really, not in everyday communication for that matter.
