Searching for a relative (prob deceased)

Hi, could anyone help ? Trying to find out some info on my estranged father. Be great if someone could tell me where records of a death may be held . Is there a civic office/ registrar or similar.
All I have to go on is his name and location. Last heard he was living in Katowice, 1998. Not sure of date of his death, probably early 2000's . Don't wish to use geneology sites due to costs.
I was considering going to Katowice, on the off chance I could find out myself.
I'm not a Polish speaker,so might prove difficult.
Haven't seen him in 50yrs, however just to see where he lived/worked and spent his time would be great. This is a task I've thought of many times, but then that would be another story.

try putting his name in a newspaper archive search. look in obituaries.
