Meaning of 'Podtopione' please

Podtopione - I see this word used a lot in weather reports. Today there is a headline from http://www.twojapogoda.pl/ - Podtopione osiedle Kozanów we Wrocławiu - Powódź w Polsce relacja na żywo. I have been unable to find the meaning of this word, but from context I guess it is something like undercut or land slippage, but not as bad as a landslide. Please could a kind Polish person explain the meaning of Podtopione and give an accurate translation in English. Also please give any derivatives of Podtopione if they exist, especially the verbs. When you drown (utopić) something it's drown and probably dead. "Podtopione" suggests that there was kind of attempt to drown something but it will "be alive" probably. It's not a complete process.

The difference is probably similar to
to be asphyxiated /strangled - to choke.

Podtopione - it's podtopione
podtopić - to podtopić

1) podtopienie - local terrain floodings after heavy showers, overfilling of surface retention, flow of water through the ground surface or percolation of embankments.

2) podtopienie - might also mean partial drowning or foced drowning.

No. You are wrong. In the context provided the only correct translation of 'podtopione' is flooded, that is covered with water but only slightly.

How about 'swamped'? A little less watery than 'flooded', innit?
