Some words are already being filtered... But the problem isn't with filtering words, but with the attitude of the poster; if a poster decides to be offensive, no filters or blocks can help. That's why some users need to be suspended or banned.

If someone gets their IP blocked cant they just download "tor" which blocks IP address'? This would mean they can continue posting from the original username with no problems.

Right, but there's also a better solution -- to block of a range of IPs associated with ISP (it's easy to determine the poster's Internet Service Provider and find out which range of IPs they use).

but if the IP is being hidden by 'TOR" would you be able to block them? Its used to allow people from other countries to access websites that they are not allowed to view in their own country. For example it is not possible to listen to live football on BBC radio if you are outside the UK but if you have tor blocking the IP then it is possible.

Well, those who do not post (just read) don't cause trouble. But it takes a click to ban an IP and the number of "TORs" is limited so the person who's dilligent would actually do us a favour in getting the whole TORs list to ban.
