Am I eligible to apply for citizenship of Poland?

Hello,

My grandfather was born in poland but left the country and apparently lost his Polish citizenship.
My mother started the process a year ago to apply for her polish citizenship and got a letter from the ministry that she gained back her citizenship at 2009.

Am I eligible then to apply for Polish citizenship?

You can most certainly apply. You'll probably get the citizenship too.

On what are you based you answer?

As I understand, because she gained it back, all the kids that were born when she didn't have the citizenship are not eligible to apply.

I am just wondering where I can get this information...

Not true. You are eligible. Your mom, I suspect, only got a confirmation of her citizenship (as if she never lost it). To clarify further questions: visit any polish embassy website which is in English (check embassy/consulates in US for example)

It is unlikely that she actually lost her citizenship, more probably she simply couldn't be treated as a Pole by the Polish government. As suggested above, contact the nearest Polish consulate. If you don't like the answer you get, feel free to ask here for more advice.

So what about this scenario...my great-grandfather was born in what is now Poland, but was Russia at the time of his birth since it was prior to 1918 and Poland did not exist as a country. He emigrated to the United States in 1905. To my knowledge, nobody in my family has attempted to claim Polish citizenship based on my great-grandfather's nationality. Are we eligible?

Sorry to say but no. Your grand father would have had to have Polish citizenship. Since he didn't and after Poland apeared on the map again, he didn't make any attempt to get it, officialy he remained a Russian, even if he had typically polish surname. I know a guy from Brazil with the same situation.
