Elligibility is to all. Ronald Reagan was decorated with this highest order.

Now, Jacek Kuron, that seems like a joke though.

The Order of the White Eagle can be bestowed upon the most outstanding Poles as well as upon the highest-ranking representatives of foreign states. Theoretically a PolAm could be so decorated if: 1) He made an outstanding contribution and held Polish citizenship or 2) He had only American citizenship but became, let's say, vice-president of the USA.
