Office strategy in Poland - be nice or not nice?

My wife tells me that in order to get things done in Poland you have to be sickly nice to the person sitting behind the desk even if they are totally incompetent.

Anyone have experience one way or the other?

yeah but getting mean works too.. depends on the circumstance.
