They need it more than the Polish do. Also, if you think about it in terms of national spending, 22 million is not that much (Even some poorer economies can bust out billions).
Brazil is a country that goes through a debt crisis every few years, and they manage to donate money to nations in South America and Africa that are even worse off.

Define 'philosopher', because under some definitions I'm sure Nelson Mandela would be considered a 'philosopher' (ie tries to bring together a nation based on his own conceptions of what is considered to be a 'good life', 'freedom' and 'equality'.

We don't know that the decision was based on an 'obligation'. It looks more like a free choice made by government officials.
Also, Africans will have a difficult time 'improving their own situation' when the IMF and World Bank imposed structural adjustment programs (SAPs) on them, causing them to pay ridiculous amounts of money in 'debt-servicing fees' on top of their debts (at its worst until the late 1980s). What ended up happening was the nations had to cut off most of their social sectors, namely education and health care and also had to privatize their resources to corporations. Only now do we get former officials such as Joseph Stiglitz (who was a Sr. VP at the World Bank at the time) talking about how these policies did more bad than good. Africa didn't damage itself, it had some help.
