Okay, so I've never had a girlfriend before the age of 25. I'm obviously not the same person as the guy you're dating, but I could probably answer a few of your questions and hope it'll make sense.

It's natural to be shy around a girl you really like, and to be nervous about what she may think of you. It means you're important to him! (Atleast what you may think of him is very important to him!)
That he never had a girlfriend may not mean he refuses to commit to one, because it could just aswell mean the exact opposite?
I mean, he might've been ahead of his age, and he may believe in true love, and he may be very serious about relationships. (Atleast it sounds as if he does, because he's obviously not rushing into anything!) I recall a few girls wanting something of me when I was younger, and although I really liked the idea and was sexually interested, I knew they weren't too serious about things, and I found that difficult to deal with when I was younger. It all just meant very much to me. (You know, pink clouds, marriage, and probably too much of silly and romantic ideas.)
Maybe I shouldn't have, but hey, I only had brothers, so what did I know about girls really? I'd like to add that my situation differs, because I've been a scapegoat where I live, and it's hard to get to know people when you're the subject of gossip and slander, because some other people think you're all different and weird. (Just like you've put it, highly unusual? It's not as unusual as you think though, and I'm just speaking up because I'm passed that stage already!) I don't know about his situation though, and like I've said, I'm not the same guy.
Just be yourself, and let him be himself, and try to understand it's all new to him. Oh, and don't set up any time tables, because you can't exactly plan or schedule when someone is supposed to want you, or love you, or to be ready for you.
I hope this made sense, what I'm trying to tell you is that it probably all means very much to him, and that in many ways, that could be a very good, and very special thing for you.
