Searching help for a polish pigeon!

I have some racing pigeons and today surprise!!!, I have found a polish pigeon in my loft! His ringnumber is PL 0309-06-5538. Can anybody tell me who is the owner of this bird or contact the owner?

I have found that site but it is only in Polish (I speak French/English and Dutch).

that pigeon is from Szczecin/Stettin the city is near polish/german border.
