Is this done on one special day or is it just anytime? If it's done on one specific day, why on that day? That's what I don't get.

It is done once a year only on Easter Monday.

I worked at a bar in FL and they would let me pour the Ice water

Yes it's really good fun My grandmother always say to us (me and my sister) not to soak her and she attach to her back a paper which is saying: "I would not like to get soaked, please live me alone" - it's working perfectly

You better use old-school baloons filled with water and bucket - with them you can use hit nad run tactic which is the best among water combat strategies
