I would say the extremes are worst in Canada

I would agree to an extent. One winter in Kraków I went to work and it was -37 celcius! In the country it was -41. I know this is nothing compared to artic Canada, but think about Canadian cities, how often does it get that low?

Are those numbers included with windchill or without?

In Toronto, Vancouver, Montreal it is like Warsaw and Krakow.
Edmonton is hell (the frozen version). It gets cold in Edmonton like the Artic :))
Winnipeg/Calgary are very cold too at winter.

This is from the thermometer on the window, but it wasn't very windy. Big problems in the country were with electricity lines falling due to huge icicles on the lines, you wouldn't get that if it was windy.
