No,you need to have a car seat. That's the law and common sense. As to the rest I can't help.

If you travel by bus or train, you won't need car seat. If you hire a car, you can hire with car seat. Or if you travel with family and friends in their car, ask them if they can borrow one. There might be someone in the family that does need it.

In my neighbourhood (£ódź) yesterday it was snowing, today that snow melted. So it's around 0"C.

My wife prefers to bundle our kid in layers, instead of mega-heavy coats and such. Makes it easier to adjust for temperature changes in and out of stores and restaurants, or if the wind picks up or dies down, etc. They'll take the baby stroller when you get on the plane and store it for you until you arrive, so it's easier to bring a small umbrella-type stroller that folds quickly and easy.

Would you really let your baby travel in a car without a car seat??

I think she meant in a bus or train. Do those have belts to buckle a car seat in with?

A car once crashed outside my office in Warsaw where the passenger had her baby in the front seat with her. I can still remember her hysterical screaming and passers-by crying.

Do not do this.

There is no checked/hand baggage allowance for infants. However, one fully collapsible pushchair per child may be carried free of charge. Additional infant equipment such as car/booster seats and travel cots may be carried in addition to your personal checked baggage allowance. Infant equipment up to a maximum of 20kilos (car/booster seats and travel cots) booked online is charged at the rate of £10/€10 per item/per one way flight or at the airport or through a Ryanair call centre, the higher rate of £20/€20per item/per one way flight will apply. Any infant equipment weighing over the 20 kilos allowance will be charged for the excess at the applicable excess baggage rate per kilo.

Some busses will, trains won't. As far as I know, you can't strap a car seat to a train seat in the UK either?

Anyway, she said "is my baby allow to travel in car without carseat".

you will need the car seat for the plane unless the baby is going to sit on your lap.(check with airline)
besides you might need it while you are there.
you can get some quite light ones, not hard to carry about.
