There is no funnel at the top, so it is probably not for filtering rain water...

Then there is the question of what is it filtering, a juice, perhaps an alcohol...

It's not near a tree or something man made or easy to get to, so it makes me think animals are somehow involved.

I keep thinking bees but I think that's wrong...

Someone is building a house and is doing it very very slowly and started with the gate pillar, just because that is the first part of the house?

It's a monument, to commemorate all the people who died.

It's a sign, indicating the highest point of the mountain.

It's ART!
