European citizen also have 90 days in Poland?

Hello, Good afternoon!
Recently, I have a question that is constantly on my mind, because I've heard several different answers.
I'm Portuguese, European citizen, and I am in Poland about 1 month ago ..
The rule of 90 days also applies to European citizens?

No. Well, technically, yes - you need to apply for a residence certificate before 90 days expires. However, they've no way of checking when you crossed the border and no punishment exists in Polish law for not having one.
