Waigis???

In the course of some genealogical work, I came across the term Waigis. Apperently, it's a region, or city, that once, or maybe still is in Russia. Does anyone know where Waigis is?

Doing a quick google search, looks like maybe Estonia?

I found Estonia too. I failed to mention that the reference to Waigis I'm referring to was around 1900. Is Waigis an old name for Estonia? Is there a Waigis region in the current Baltic States? I've found threads of history in Szypliszki, which is currently in Poland.
