nobody.
Most Polish people don't speak properly either. The best Polish speakers are foreigners, because they follow grammmar rules and such.

The English language originated in England. I myself have always wondered why Americans have such a different accent to us.

I say they don't use it properly. For example, [in most cases] Americans don't use Present Perfect, they use Past Simple.
